Central Bedfordshire Council (CBC) serves a growing population across key market towns including Dunstable, Leighton Buzzard, Houghton Regis and Biggleswade. The council manages over 5,650 social homes and supports allocations for more than 10,000 additional properties in partnership with housing associations.

When growth outpaces legacy systems
CBC’s previous housing management system had been in place for many years. While familiar to some long‑standing users, increasing service demands and housing growth highlighted clear limitations around system stability, usability and adaptability.
System instability created operational risk and pressure for frontline teams that depend on the system to deliver essential housing services. Navigation and usability challenges increased reliance on specialist knowledge, reducing efficiency and confidence, particularly for newer staff. At the same time, the council recognised that future legislative change and sector reform would require a technology partner able to evolve quickly in response.

Selecting a solution built for stability, connectivity and partnership
During procurement, CBC deliberately moved beyond baseline functional requirements. Training was a major focus of the programme, with around 250 staff trained to confidently adopt the new system. The emphasis on usability helped shorten learning curves and increase early engagement across teams.
