With over 30 years’ experience spanning Local Government, Central Government and the private sector, Tom brings a uniquely rounded perspective on public sector transformation.

Tom began his career working within Local Government before moving into public sector software, including leadership roles at Capita and three years supporting Central Government functions through a Welsh Government contract with Atos. This hands-on experience across local and national government, alongside work in education and housing, gives him a deep understanding of how policy, operations and technology connect in real-world service delivery.

In his role at MRI Software, Tom continues to work with councils across the UK to modernise Revenues & Benefits services and enable wider, enterprise-level transformation. He specialises in harnessing automation, integration and data-driven insight to reduce cost, streamline back-office processes and deliver fully digital, citizen-focused services.

Having led strategic engagements with more than 120 Local Authorities, Tom is well versed in translating complex technical capability into clear, outcome-driven transformation strategies.

A passionate advocate for smarter, connected public services, he regularly speaks on how councils can break down silos, support Net Zero ambitions, optimise estates and improve citizen experience through technology-enabled change.
